SENIOR PROGRAM MANAGER: FC REFORMS - SPF Position Reports to: Division Group

Purpose Capabilities, Experience & Qualification Requirements
• Lead and deliver the enterprise regulatory response to support compliance with the Scams Prevention Framework to strengthen fraud and scams detection, prevention and response capabilities.
• Drive end-to-end transformation required under the framework across fraud systems, customer journeys and operational processes to reduce scam losses and improve customer outcomes.
• Co-ordinate with supporting teams, legal and Risk to deliver complex, cross-functional change spanning fraud operations, financial operations, digital channels and customer servicing environments.
• Provide strategic leadership to deliver outcomes in complex, matrixed environments with significant regulatory, reputational and financial risk exposure.
Essential capabilities Strategic Program Leadership • Define and deliver large-scale ($20m+) regulatory transformation programs across multiple business units and geographies, spanning
fraud systems, operations and customer channels. • Align program outcomes to align with enterprise fraud risk appetite and customer protection objectives. • Strong technical competence and experience in technology-enabled transformation, ideally within banking, or regulated environments,
with confidence operating across both business and technology domains Stakeholder Influence & Engagement • Engage and influence senior stakeholders across Fraud, Risk, Digital, Operations and Customer teams. • Navigate competing priorities across Lines 1, 2 and 3, and external stakeholders. Integrated Program Delivery • Monitor delivery against regulatory requirements across fraud platforms, payment systems, digital channels Manage dependencies
across multiple programs impacting fraud and scams outcomes • Embed risk-based decision-making into design and delivery Change & Risk Transformation • Lead large-scale business and risk transformation, embedding sustainable fraud prevention, detection and scams identification controls
and processes. • Ensure uplift is operationalised and embedded into BAU with measurable outcomes. Governance & Reporting • Ensure robust governance aligned to regulatory expectations and internal oversight forums. • Deliver clear, executive-level reporting on progress, risks, issues, and regulatory compliance. • Experience leading Financial Crime, Risk or Compliance transformations
• Experience working with fraud operations teams and understanding operational processes and constraints.
• Experience operating within financial services, fraud management or payments environments, with an understanding of financial operations.
• Strong experience managing enterprise-scale programs with multiple stakeholders, vendors and delivery teams.
• Proven ability to influence senior stakeholders and drive outcomes in complex and ambiguous environments.
• Experience delivering customer-impacting change, balancing risk mitigation and customer experience.
• Demonstrated ability to engage and influence senior stakeholders, including executives, boards and regulators.
• Experience delivering technology-enabled transformation (data, systems, onboarding, monitoring, reporting).
• Proven leadership of large, multidisciplinary teams across business and technology functions
• Project management professional accreditation (AIPM Certified Practicing Project Director (CPPD), AIPM Executive Project Director (ExecPD) or PMI is highly desirable
Qualification Requirements • Tertiary qualification in Business, Commerce, Economics, Law, Risk or Technology. Postgraduate qualification (e.g. MBA, Masters in Risk/Compliance) highly regarded. Professional certifications desirable
(e.g. PgMP, PMP, AIPM, or equivalent). Fraud / financial crime certifications (e.g. CFE, CAMS) advantageous

• Prioritisation of fraud and scams initiatives aligned to risk exposure and customer impact.
• Prioritisation of program scope, sequencing and delivery approach aligned to regulatory deadlines.
• Trade-offs between cost, schedule, risk and regulatory compliance outcomes.
• Determination of delivery models across business and technology.
• Resolution of complex regulatory interpretation and implementation challenges.
• Escalation and management of critical risks impacting compliance or delivery timelines
Program Strategy & Planning • Deliver the Scams Prevention Framework (SPF) roadmap. • Develop integrated plans across fraud technology, operations and customer channels. Regulatory & Execution Delivery • Ensure delivery of the SPF reform obligations in line with legislative and regulatory requirements. • Oversee implementation of fraud and scams solutions across business and technology. • Manage interdependencies and maintain traceability from regulation → requirement → solution → implementation. • Oversee delivery of program outcomes across business and technology, ensuring adherence to timelines and priorities Risk & Issue Management • Proactively identify, manage and escalate risks impacting regulatory compliance or delivery outcomes. • Ensure appropriate controls and mitigation strategies are implemented. Governance & Reporting • Participate in governance forums (SteerCo, Exec updates, regulatory reporting). • Provide clear, concise updates tailored for senior stakeholders and regulators. Stakeholder Management • Build and maintain strong relationships across Fraud Operations, Risk, Digital, Payments and Customer teams. • Drive alignment and decision-making in complex stakeholder environments. People Leadership • Lead and mentor project team and broader delivery teams.
