POSITION OVERVIEW

The Commercial Support Officer will assist Defence’s systems program office in managing the phase‑out of existing In‑Service Support Contracts (ISSCs) and facilitating the transition to new contractual arrangements. The role supports contract closure, compliance with procurement policies, and transitional activities to ensure continuity of services. Working closely with the Commercial Lead and Commercial Director, the position also provides commercial administration assistance across procurement, documentation, and stakeholder engagement.


ABOUT THE CLIENT

The client is a Defence systems program office responsible for managing major in‑service capability support contracts and associated commercial activities. The organisation operates within the Defence procurement framework, ensuring compliance, continuity of capability, and effective contractual governance.


KEY RESPONSIBILITIES

  • Review and confirm contractual obligations under existing ISSCs.
  • Manage phase‑out plans in alignment with Defence procurement guidelines.
  • Oversee contract closure activities, including final invoices, deliverables, stocktakes, disposals, and performance reporting.
  • Ensure compliance with Commonwealth Procurement Rules and Defence Contracting Framework.
  • Support the development of transitional arrangements for new contracts.
  • Facilitate knowledge transfer between incumbent and incoming contractors.
  • Assist with drafting and reviewing transitional documents such as novation agreements, schedules, and disposal records.
  • Identify and mitigate commercial risks throughout phase‑out and transition.
  • Liaise with internal Defence stakeholders, contractors, and suppliers.
  • Provide status updates and support reporting to senior Defence leadership.
  • Chair meetings and prepare meeting minutes.
  • Develop phase‑out and transition plans, schedules, and checklists.
  • Maintain risk registers, action registers, procurement documentation, and handover records.

ESSENTIAL REQUIREMENTS

  • Demonstrated experience in Defence commercial activities and contract management.
  • Proven experience managing contract phase‑out and transition processes.
  • Strong understanding of Defence procurement policy, Commonwealth Procurement Rules, and contracting frameworks.
  • Excellent communication and stakeholder engagement skills.
  • Ability to work autonomously and meet tight deadlines.
  • Flexibility to travel monthly for up to one week.
  • 3 to 5 years of experience.

DESIRABLE SKILLS

  • Knowledge of the ASDEFCON suite.
  • Strong organisational and documentation skills.
  • Ability to manage multiple priorities in a complex stakeholder environment.
