POSITION OVERVIEW

An opportunity exists for an experienced Procurement Advisor to support infrastructure and building project procurement activities within the South Australian Department for Infrastructure and Transport's Building Projects division. The successful candidate will provide end to end procurement support across the full procurement lifecycle, ensuring compliant, value for money outcomes while working closely with project teams, stakeholders, consultants and contractors. Strong experience preparing executive and ministerial procurement briefings and recommendations is essential.

KEY RESPONSIBILITIES

• Provide expert procurement advice and guidance across the full procurement lifecycle
• Identify procurement risks and recommend appropriate mitigation strategies
• Prepare Acquisition Plans and procurement documentation in accordance with relevant policies, procedures and standards
• Develop and manage tender documentation and procurement processes
• Coordinate tender evaluation panels and manage evaluation activities
• Support the assessment of submissions from consultants, contractors, architects, cost managers and service providers
• Lead or support post tender negotiations to achieve value for money outcomes
• Prepare tender evaluation reports, recommendations and approval documentation
• Coordinate contract formation activities and contract documentation
• Ensure compliance with government procurement policies, legislation and governance requirements
• Build and maintain strong stakeholder relationships across project teams, agencies and service providers
• Maintain accurate procurement records and audit ready documentation
• Prepare high quality briefings, recommendations and approval papers for senior executives, delegates and ministers


ESSENTIAL REQUIREMENTS

• Minimum 5 years' procurement experience
• Demonstrated experience delivering procurement across the full procurement lifecycle
• Strong infrastructure procurement experience
• Experience within government procurement environments
• Experience preparing Acquisition Plans, tender documentation, evaluation reports and procurement recommendations
• Strong understanding of procurement governance, legislation, policies and procedures
• Experience identifying, assessing and managing procurement risks
• Experience coordinating or managing tender evaluation processes and evaluation panels
• Experience supporting or leading post tender negotiations
• Strong written communication skills, including preparation of executive and ministerial briefings
• Strong stakeholder engagement and relationship management skills
• Ability to maintain accurate procurement records for audit and probity requirements
• Ability to work onsite in Adelaide for the duration of the engagement


DESIRABLE SKILLS

• Experience working within South Australian Government procurement environments
• Experience supporting building, infrastructure or construction related projects
• Experience engaging with architects, builders, cost managers, consultants and specialist contractors
• Experience preparing delegate, executive or ministerial procurement approval documentation
• Experience working within highly regulated or probity sensitive procurement environments
• Strong commercial acumen and attention to detail
• Ability to manage competing priorities in project focused environments
• Experience supporting contract formation and contract administration processes
